ผู้สูงอายุที่อยู่ในภาวะยากลำบาก ประสบปัญหาความเดือดร้อน ถูกทารุณกรรม ถูกแสวงหาประโยชน์โดยมิชอบด้วยกฎหมาย ถูกทอดทิ้ง ประสบปัญหาด้านครอบครัว ด้านที่พักอาศัย อาหาร และเครื่องนุ่งห่ม โดยจะช่วยเหลือตามประกาศกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ เรื่อง การคุ้มครอง การส่งเสริม และสนับสนุนการช่วยเหลือผู้สูงอายุที่ประสบความเดือดร้อน
